Ok I will switch them. Have you ever used the buffer board before like mine earlier in the post?

Ok so some progress has been made but I can’t make this work. I have wired the pedal just as the wiring diagram shows. Buffer board has been put into the fail pile. T wire on board is going to top left and top right lugs on switch. G point is going to input and output on TRS style stereo jacks. Slanted side tab of jack leads to middle left and right outer lugs. I am using a 3207 ic from the shop. I have power and sound in bypass. Upon pressing the 3pdt, sound is faint, buzzy, and not chorus infused. The rotary switch doesn’t do anything. If anybody sees anything, I am all ears.

I would remove the Roto-Tone myself. Put in the proper Capacitor.

    Then check it.

Still no improvement.. then re-flow every joint again.

    Check it again.

I would also be verifying all connections are true with a DMM.

Ok so I took your advice @Barry. I have effect when my LED is off and when I depress the 3pdt, the LED goes off and there is a lot of buzz. It gets worse when I touch the bridge of my guitar, so maybe a bad ground? The chorus does sound great though!
