I’m interested in adding a switch to the silent tuner to replace R7 with a jumper and remove R8 and C4 from the circuit, to reduce the gain to unity on demand, and I’m wondering if both ends of C4 need to be disconnected from the circuit or if leaving the grounded end of C4 connected will have a noticeable effect on the circuit.

That should not make any difference. You will just be changing the overall gain of the circuit to unity.
