A little research and I think I answered my own question.

LDRs need to be gently bent over facing the LED in the centre. Is that correct?

Barry, you were right the LEDs were orientated incorrectly. They are so small and my eyes missed it. Lesson learned!

Yes, in my ignorance I have lined the inside of the enclosure with tape. Could that cause a problem?
