I am still asking if you have a varying voltage at the anode terminal of the NSL-32. That will also indicate that SW2 is wired correctly and is in the correct position. That is required for the optocoupler to function. I cannot clearly see from the photo where the colored dot on the NSL-32 is located. It needs to be soldered to the cathode (-) pad on the right You have confirmed that the LFO is oscillating so that is good news.
