The supply voltage is too high (13V).  The BOSS brick does not seem to be a regulated supply. The voltages on the ICs do appear to be correct (at 1/2 of the supply).

The SW2 is wired incorrectly.  You are only connecting Lug 2 to Lug1 which is used to provide a fixed voltage for the “Kill” function.  Move the red wire to the lug next to the two green wires.  The  switch should connect the LFO and you should get a varying voltage at the anode of the NSL-32.
